Moreover, since there is a much greater chance of spread and death in congregate settings, this testing scheme makes very little sense.

AZ has a pitiful record for testing and should be ashamed. This points to an even worse state of affairs, particularly since our government is opening too soon, with cases and deaths on the rise.
