Report covid-19 cases by city rather than county.
There are enough cases now that they should be reported by city. This way the public can see hotspots within the counties. Also you should report if the spike in cases during the last few days is due to people returning from spring break or something else.

Whether by county or city, the default view should be the # of cases per 100,000 residents so there can be apples to apples comparisons of the impact in different areas. Maricopa or Phoenix will always be #1 in total cases -- so what?

You can see them by zip, which works very well. I around by people who are getting the virus. Our zip is between 1 and 5. I watch them when we walk in our neighborhood; they are very complaint when distancing and often wear masks.

Closer identification of where positive cases are is especially important. For example in rural areas like Cochise County, it matters whether cases are in the closest town/city where a person lives and shops, or if they are in a town/city 2 - 3 hours away where a person rarely goes. Care is needed everywhere, but people should be informed so special care can be taken if COVID-19 cases exist or community spread is occurring or spiking in a person's immediate area.
