Will non-Title 19 SMI services continue after the Medicaid expansion takes effect? Someone at NAMI told me that all non-Title 19 services will be discontinued, and the public system will only serve those on Medicaid.

The public behavioral health system currently serves individuals with a serious mental illness who are enrolled in Medicaid (Title 19) as well as many who are not enrolled in Medicaid (Non-Title 19). Medicaid restoration will extend coverage to approximately 350,000 more Arizonans starting January 1, including persons with serious mental illness and substance use disorders – those whose income is 100 to 133 of the Federal Poverty Level. For many individuals who currently may only qualify for Non-Title 19 services this means that after January 1 they may qualify for Title-19 services for the first time. In this scenario, the number of people enrolled in non-title 19 services could potentially be reduced as they become Title-19. Please see AHCCCS’ website for more information on this topic.
