How do you calculate fatalities per 100,000?

Formula: fatalities x 100,000 / population

3626 fatalities out of 7.4 million (AZ pop) is the same as 49 out of every 100,000. This is the only way to really compare. For instance one of the east coast states (PA) acting as if Arizonians will infect and kill all their residents comes in at 7176/12.4 million or 59 per 100,000 (which as actually slightly worse)

I think it should be far lower than reported i.e. (number of Fat/ 100,000) Isn't this correct??
