I vote we follow this process. People are wandering up to other towns to get away from the heat and ignoring precautions.

Here are all the levels. So well planned. People are very compliant, I talked with my sister last night and their home bubble can join her son and children’s bubble; but only one family can join with another family. The sick and elderly can join with care caregiver as a bubble. They have to stay in their own local areas unless their job or school takes them over the border from one district to another.
