On the first page to describe the CEU, create text box which directs user to scroll to the right to complete the submission of a CEU.
Allow access to the CEU records DHS has already recieved and does not need to be resubmitted on this form....eg. ASHA CEUs, ArSHA CEUs, ADE Directors Institute CEUs.
